VUSD RFP Questions & Answers
Ventura Unified School District (“District”) received the following questions regarding the Request for Proposals (the “RFPs”) for the District’s “Sudden Estate” and the “Jewett Estate” properties. The District’s responses are found after each question. Please note the responses to the RFPs are due on April 28, 2025. Please refer to the RFP for further information. Thank you.
Question #1: “I wanted to ask if I could have a proposal similar to what is being ask in the Jewett estate and Sudden estate.”
Answer: Respondents can provide similar proposals for both the Jewett Estate and Sudden Estate properties. The requirements to submit proposals for each property are established in the RFP and are very similar but please make sure your response provides all information required by the RFPs and clearly identifies the property you seek.
Question #2: “Pertaining to codes, rules and regulations what are the differences ( good or bad) in these 2 properties?”
Answer: As stated in both RFPs, respondents are solely responsible for determining the specific laws and regulations applicable to the properties and their proposed use. As further stated in the RFPs, respondents are welcome to propose a “due diligence period” during which they can inspect the properties and take any action needed to determine if their proposed developments comply with all applicable laws and regulations and/or if they can get the required approvals to develop the properties.
Question #3: “May I submit for both Jewett and Sudden Estate?”
Answer: Yes, interested parties may submit proposals for both properties. Respondents can also provide one response but make offers for both properties.
Question #4: “What type of house can be built on the property? Single family or multifamily?
Answer: As indicated in the RFPs, the District does not have the authority or the right to approve specific developments for either property. Instead, respondents must assess the properties to determine what developments are permissible based on the applicable laws and regulations. Respondents are encouraged to contact the City and County to determine if their proposed developments can be, or will be, approved.
Question #5: “I would like more support in the process. Who is available to help me with putting this proposal together?”
Answer: To ensure all respondents are treated equally, the District cannot provide support or help putting together proposals. However, as stated in both Request for Proposals (RFP), the District reserves the right to waive irregularities in any proposal. Further, the RFPs state that the District may engage in negotiations with respondents after responses are received to further establish the terms of the proposer’s offer. Thus, all parties interested in the property are encouraged to submit proposals based on the requirements in the RFPs to the best of their abilities. In other words, interested parties should not refrain from submitting a proposal just because they cannot put together the “perfect” proposal.
