The Risk Management Office is responsible for various services. We are responsible for managing student, district, and employee exposures. A safe and healthy environment for our students and employees is accomplished through:

Effective management of the District's property, liability and workers' compensation insurance through the Ventura County Schools Self-Funding Authority.
Administration of the Employee Benefits Program through the California Schools Employee Benefits Organization (CSEBO).
Coordination of safety programs for both students and staff.

Proactive evaluation of exposure through inspection programs and incident investigations.

Health Savings Account (HSA)

VUSD Employees enrolled in either the Anthem Blue Cross CDHP PPO 90 or the Kaiser CDHP DHMO 90 are eligible to participate in a Health Savings Account (HSA).

Employee contribution to your HSA is not required, but employees may want to contribute in addition to the District’s contribution in order to increase their overall HSA account balance and plan for future health expenses.

VUSD employees hired before 2/14/2024 who are enrolled in a CDHP plan will have automatic District contributions made tenthly to their HSA account on the last business day of the month. VUSD employees hired after 2/14/2024 will receive a one-time District contribution to their HSA account. Please see the VUSD CDHP Health Savings Account Contribution Flyer for more information.

2025 VUSD CDHP Health Savings Account Contribution Flyer

VUSD employees participating in the Anthem Blue Cross CDHP PPO 90 or Kaiser CDHP DHMO 90 also have the option to contribute to their HSA pre-tax through voluntary deductions, or post-tax on their own through direct deposit transfers their Health Savings Account (HSA).

In order to contribute to your HSA you will need to complete the 2025 VUSD HSA Deduction Form and return to Risk Management/Insurance no later than the 5^th of the month in order for the deduction to be processed for the following pay period. Voluntary employee HSA contributions can be changed at any time, but employees must submit changes by the 5^th of the month for those changes to be reflected on the next paycheck. For example, in order for a voluntary HSA deduction come out of your January 2025 paycheck, we will need your HSA deduction form no later than January 5^th, 2025.

Please bear in mind that total HSA total yearly contributions cannot exceed IRS guidelines. Total yearly HSA contributions include:

• District Contributions to employee’s HSA

• Employee voluntary contributions to an HSA

• Any spouse/domestic partner contributions to their own HSA if you and your spouse/domestic partner dual-insure each other’s HSA-qualifying health plans.

It is up to the employee to ensure that their total HSA contributions do not exceed the guidelines set by the IRS.

The Total 2025 HSA Contribution Maximums from all sources (employer, employee, other contributors) is:

Ventura Unified School District's CSEBO Vision Service Plan (VSP) and Delta Dental PPO offer eligible members a discount on hearing tests and hearing aids. Please see attached flyers for more information on these discount programs.

How to Add a Dependent To Your Health Plan

Ventura Unified School District Employees enrolled in health and welfare benefits are eligible to add new dependents to their health plan within 60 days of a qualifying life event (i.e. marriage/entering into a domestic partnership, birth or adoption of a child) under California and health plan rules. If you do not enroll your new dependent in your current health and welfare benefits within 60 days of a qualifying life event you will not be able to do so until Open Enrollment. There is no additional cost to add dependents to your health plan and dependents must have the same level of coverage that you do.

In order to add a new spouse or domestic partner to your current health plan, you will need to:

Enter your new spouse/domestic partner's information into BeneTrac
Add your new spouse/domestic partner to each of your health and welfare benefits in BeneTrac
Finalize and accept the changes in BeneTrac
Submit to Risk Management/Insurance a copy of your official marriage certificate or official domestic partnership agreement filed with the state

Once you have completed these steps, Risk Management/Insurance can accept and finalize your new spouse/domestic partner's enrollment. Your spouse/domestic partner cannot be enrolled until all these steps are complete. A newly acquired spouse/domestic partner is eligible for benefits on the first day of the month following the date of marriage and after submission is accepted and finalized in BeneTrac by Risk Management/Insurance. You have 60 days from date-of-marriage or date of entering into a domestic partnership to add your dependent to your current health and welfare benefits.

In order to add a qualifying dependent child to your current health plan, you will need to:

Enter your dependent child's information into BeneTrac
Add your new dependent child to each of your health and welfare benefits in BeneTrac
Finalize and accept the changes in BeneTrac
Submit to Risk Management/Insurance a copy of your dependent child's birth certificate/hospital verification of birth letter , adoption paperwork or court-ordered custody agreement

Once you have completed these steps, Risk Management/Insurance can accept and finalize your new dependent child's enrollment. Your dependent child cannot be enrolled until all these steps are complete. Newborn children are eligible to be covered for benefits effective retro to date-of-birth. Adopted children and children you have legal guardianship of are covered on the date that the child is legally placed in the home. You have 60 days from date-of-birth or date the child is legally placed in your home to add your dependent child to your current health and welfare benefits.

Risk Management will accept birth certificates/ hospital verifications of birth, marriage certificates, domestic partnership agreements, court adoption/orders of custody via walk-in to the Education Service Center at 255 W Stanley Ave, Suite 100, Ventura. Ca 93001, intra-office (brown) mail, or you may email supporting documents to Jodie.argueta@venturausd.org

How to Remove a Dependent From Your Health Plan

You must report any dependent changes no more than 60 days following the date of the change. This includes divorce of a spouse, dissolution or nullification of a domestic partnership, or when a current dependent ceases to be eligible as set forth in the Eligibility Provisions set forth by CSEBO. If you do not, you may be liable for the costs incurred by the health plan for overpayment of premiums and/or claims.

Ventura Unified School District partners with four separate vendors to offer VUSD employees optional life insurance, accidental death and dismemberment (AD&D) insurance, and disability insurance on a voluntary self-pay basis. If an employee selects an insurance product from the four vendors, Payroll will deduct your selected premiums from your paycheck.

New Hire Information

Ventura Unified School District is hosting its annual Health and Welfare Benefits Open Enrollment from October 1 through October 31st, 2024. All changes made during Open Enrollment will go into effect January 1^st, 2025. VUSD employees who hold a regular assignment of 50% (20 hours per week) or more are being offered the opportunity to change your choice of health and welfare plans. All changes for the 2025 Plan Year will be completed in the CSEBO’s online enrollment system, BeneTrac at www.eenroller.net .

The Ventura Unified School District Medical Advisory Committee (MAC) is comprised of representatives from VESPA, VUEA, and VUSD.
